Tony Marraccino is a California State Contractor and possesses a degree in Engineering. He has over 22 years of experience in the oil and gas and environmental industries in both the domestic and international arenas. Mr. Marraccino's clients have been from both the public and private sectors. In addition to his corporate administrative responsibilities, Mr. Marraccino personally supervises all projects involving technical staff. Mr. Marraccino extensive experience in the installation and monitoring of vapor extraction systems which include internal-combustion engines, thermal oxidizers, and regenerable carbon beds.

1997 through 2010: Independent Consultant, Orange, California
Projects conducted by Mr. Kinnebrew have included Phase I environmental site assessments (ESAs), Initial site assessments (ISAs), soil investigations, soil-gas investigations, groundwater investigations, risk-based corrective actions, soil remediation, soil gas remediation, and groundwater remediation.
Mr. Kinnebrew has conducted soil, soil gas, and/or groundwater investigations at more than 450 properties in Southern California. Properties investigated have included automotive fuel service stations, metal plating facilities, recycling facilities, dry cleaning facilities, manufacturing facilities, oil fields, coal and uranium mines, military bases, manufactured gas plants, oil refineries, and roadways. The properties investigated have ranged from smaller vacant lands to larger Superfund facilities and military bases. These investigations have been conducted for smaller hazardous material releases, as well as for larger impacted sites with oversight by up to four regulating agencies.
The subsurface investigations are all initiated by completing an informal or formal Work Plan and Health and Safety Plan. Contractor Quality Assurance Plans and Sampling Analyses Plans are also provided if required by regulating agencies or clients. All soil, soil-gas, and groundwater investigations are conducted in accordance with current sampling procedures approved or mandated by local, state, and/or federal regulating agencies. Investigations are summarized in formal reports that present clear and concise figures, tables, findings, conclusions, and recommendations. Data is presented in a manner consistent to that required by regulating agencies.
Mr. Kinnebrew has also prepared numerous Remedial Action Plans for the removal of contaminants in soil, soil gas, and groundwater. To date, Mr. Kinnebrew has initiated and completed soil remediation at fuel stations, dry cleaners, oil fields, military bases, airports, former manufactured gas plants, and various commercial and industrial properties. Contaminants of concern have included waste oil, gasoline, diesel, jet fuel, volatile organic compounds, polycyclic aromatic hydrocarbons, various metals, pesticides, dioxin, and furans. Remedial alternatives used have included vapor extraction technologies, injection of hydrogen releasing compounds, injection of oxygen releasing compounds, excavation and offsite disposal, and capping. Each completed remedial action conducted to date by Mr. Kinnebrew has received agency closure.
Mr. Kinnebrew has also conducted more than 300 Phase I ESAs in Southern California for commercial, industrial, residential, undeveloped, oil field properties, railroads, and roadways. Each Phase I ESA is conducted in a manner that meets of exceeds ASTM 1527E standards and/or lender guidelines. These reports present a thorough review of the site’s current and historical activities, and a review of potential or known hazardous material release areas. All data collected during the assessment, including site photographs, aerial photographs, historic maps, and agency records are included with each Phase I ESA. Clear and concise findings, conclusions, and recommendations are presented with each report. The reports are presented in such a manner that they can be readily merged with any additional follow-up environmental study, including Preliminary Endangerment Assessments or a soil and groundwater investigations.
12/92 to 3/97: Leighton and Associates, Inc., Irvine, California
Project Manager: Project manager and field geologist for numerous environmental investigations in southern California. Responsible for proposal writing, cost estimating, and direct management and involvement in Phase I ESA's, soil and groundwater investigations, risk-based corrective actions, remedial investigations, feasibility studies, remedial action plans, soil and groundwater remediation projects, litigative support, and underground storage tank removals.
